"Terkait dengan viral zamzam berlogo itu, kami mendapatkan informasi yang sama. Kami sedang mengumpulkan informasi dari berbagai pihak," ujar Pengendali Teknis PPIH Arab Saudi Mastuki kepada detikcom, Kamis (30/8/2018).

Pria yang sehari-hari menjabat Kepala Biro Humas, Data, dan Informasi Kemenag ini menyatakan pemerintah Indonesia telah memiliki kesepakatan dengan pemerintah Arab Saudi (ta'limatul hajj). Salah satunya mengatur klausul bahwa setiap jemaah haji mendapatkan jatah 5 liter zamzam dan diberikan saat di bandara kedatangan.

"Seluruh jemaah haji reguler yang menjadi tanggung jawab pemerintah (Kemenag) berangkat dan pulang dari bandara haji (bandara yang dipersiapkan khusus untuk jemaah haji)," kata Mastuki.

Untuk jemaah haji reguler, lanjut Mastuki, dapat dipastikan akan selalu dilayani petugas PPIH. Mastuki memastikan kejadian pemberian zamzam dengan logo ganti presiden itu tidak terjadi pada jemaah haji reguler yang berjumlah 204 ribu jemaah.

"Petugas haji (PPIH) ada di seluruh bandara keberangkatan dan kedatangan. Jadi dapat dipastikan jika ada gelagat yang mencurigakan akan terdeteksi oleh petugas kita. Maka kami sampaikan, sejauh ini jemaah haji reguler yang kami tangani tidak ada yang melakukan perbuatan seperti gambar yang viral tersebut," tutur Mastuki.

Di luar jemaah haji reguler, ada jemaah haji khusus berjumlah 17 ribu orang. Jemaah haji khusus itu dilayani Penyelenggara Ibadah Haji Khusus (PIHK) atau biasa disebut biro travel.

"Kemenag sudah melakukan kordinasi dengan petugas bandara, kontak dengan pengurus BPIH dan PIHK. Pemantauan di bandara kepulangan dan kedatangan lebih intensif. Kami akan pelajari kasusnya. Jika memang ada PIHK atau KBIH (Kelompok Bimbingan Ibadah Haji) yang terlibat dalam kasus tersebut, kami akan kenakan sanksi sesuai aturan yang ada. Namun jika itu inisiatif pribadi-pribadi, tentu bukan kewenangan kami," pungkas Mastuki.

Di luar jemaah haji yang menggunakan kuota resmi (jemaah haji reguler dan jemaah haji khusus), dalam kenyataannya di lapangan, ada pula jemaah haji furoda. Jemaah ini adalah jemaah yang mendapatkan visa haji dari Kerajaan Arab Saudi secara mandiri tanpa melalui mekanisme yang diatur dalam UU 13 Tahun 2008 tentang haji. Jemaah haji furoda tidak diurusi PPIH.
